Ramgoolam Government Violates Law and Makes Mauritius an “Aggressor” Nation

We draw the attention of the Ramgoolam Government to the “Definition of Aggression” under international law, as defined by the United Nations General Assembly resolution 3314 (XXIX) 14 December 1974. 


The Resolution includes a list of the specific acts that amount to “aggression” under international law. This includes the following action: “The action of a State in allowing its territory, which it has placed at the disposal of another State, to be used by that other State for perpetrating an act of aggression against a third State;” Article 3 (f)


The UN General Assembly adopted resolution 3314 by consensus of all member states of the UN.


When, on December 22, 2025, the Ramgoolam-Bérenger-Subron-Duval government decided to sign the Agreement with UK which, in practice, relinquishes the Republic of Mauritius’ rights not only over Diego Garcia on which the US-UK military-nuclear base is located, but on the exercise of its rights over the whole of Chagos.


With the unprovoked US-Israel aggression against Iran on 28 February 2026, and in middle of the USA negotiating with Iran, the USA and Israel were immediately guilty of the very first on the list of what amounts to aggression. And the US President Trump openly threatened to “obliterate” Iran, and in doing so to make use of the USA base on Diego Garcia, which is part of the Republic of Mauritius. Mauritius’ sovereignty was confirmed under international law by the highest authorities, the ICJ and UN General Assembly. So, the Republic of Mauritius is participating in the USA’s military aggression with Israel against Iran.


In addition, the Mauritian Government has made the mistake, under international law, of denouncing, as well as the US-Israeli aggressors, the victim of the USA-Israel aggression, that is to say Iran, for attacking the Gulf States which house USA military bases that were openly used to attack Iran, and thus make these States guilty of “aggression” under the section of the UN Resolution quoted from above. 


Our government will be responsible for any retaliation by Iran against Mauritius. Our Government has allowed the use of Mauritius territory to be used in an act of aggression against another State. 


We are witnessing how USA is already using its bases in the Middle East to attack Iran. At any moment, it can fall back on Diego Garcia. We are also witnessing how Iran, understandably, is retaliating against the unprovoked military aggression it has suffered, by attacking the USA bases and its other military and intelligence facilities installed in these Gulf countries, and being used in order to attack Iran, as well as attacking other facilities in the Gulf countries – precisely because they are defined as “aggressors”. The Ramgoolam-MMM-Subron-Duval Government has put the Republic of Mauritius into this exact position. Such action is aggressive, illegal under international law, immoral as well as endangering the entire Republic of Mauritius.
