Trump’s 20-Point Plan v/s Plan that Could or Should Be – Genocide Blog 77

It was Trump and Netanyahu that published the 20-point Plan for Peace. Not the United Nations, no. Not the Palestinian people struggling for their Independence from colonial rule, no. In fact, Palestinian organizations did not even know what was in the Plan until it was published. It is a Trump-Netanyahu concoction designed to enable Israel to continue its occupation of Palestine. It is a Plan even to allow Israel to continue the genocide. It is a criminal farce. Anyone like the Mauritian Government should think twice before supporting it. If the Mauritian Government signs up to this, it means collusion in the genocide. We do not want to be complicit with genocide. 


Strangely, it was the two perpetrators of genocide who concocted the Plan. Then, together, they presented it. And it followed in the wake of a previous manoeuvre at the UN, also conceptualized outside of international law. It was an idea concocted jointly by France’s little Napoleon, Emmanuel Macron, and the the Saudi dictatorship’s Crown Prince Mohamed bin Salman, notorious for his role in chopping up of the brave journalist Jamal Khashoggi in 2018. The previous move at the UN was perfidious: it purported to be “recognition of a State of Palestine” while allowing member States to continue apace with genocide against the Palestinians, state or no state.


We will print “The 20 Point PLAN”, point by point, and then after each point, draft what a “normal” 20-point plan”, that is to say a non-genocidal one, might be like, also point by point, if it were merely to respect international law, no more no less. However, it is not for us to draft this. It is for the Palestinian organizations, like the 14 resistance organizations listed below, to draft it. We do this to highlight the enormity of the Trump-Netanyahu trickery. For simplicity, we have followed the structure of Trump-Netanyahu Plan.


This kind of exercise – our writing it and you reading it – is probably the kind of thing necessary for the maintenance of our ordinary sanity in times of such a bitter, cruel genocide.


The Trump Plan's first point reads:


"1. Gaza will be a deradicalised terror-free zone that does not pose a threat to its neighbours."


A reasonable plan could instead read:


1. Israel will, according to international law, end its occupation of Palestine. This occupation was decreed unlawful by the ICJ in 2024. Now, after the one-year delay accorded by the UN General Assembly for Israel to implement complete withdrawal of its troops forever from Gaza, the West Bank and East Jerusalem, as from 18 Sep 2025, the occupation is not only illegal, but judged illegal, and now it is brazen illegality. Israel must withdraw and begin to pay reparations due according to the ICJ. All Israeli radicalization and terror will end at once, so that Israel will no longer be a threat to all its neighbours, that is to say in the whole of Palestine as well as in the Lebanon, Yemen, Iran, Syria, Iraq and Tunisia.


The Palestinian resistance organizations including their fighters will be considered legitimate freedom fighters, subject like everyone else including Israel, to international law. The label of “terrorist” will henceforth be transferred from the freedom fighters to the terrorist state that is committing genocide and assassinating civilians in neighbouring countries and all over the world.


In international law, from now on, when we read the words “all states” in any context, the word “all” shall include Israel, the USA, and its Western allies, like the UK, France and Germany. Exceptionalism is over.

The Trump Plan's 2nd point reads:


"2  Gaza will be redeveloped for the benefit of the people of Gaza, who have suffered more than enough. "


A reasonable plan could instead read:


2  Palestinians – whether living in Gaza, the West Bank or East Jerusalem, or in today’s Israel, abroad as refugees, or whether released from Israeli jails – will soon choose their representatives and decide, themselves, in accordance with the law of self-determination of a colonial territory, on how to redevelop the whole of Palestine. Israel has colonized Palestine for more than long enough.

The Trump Plan's 3rd point reads:


"3 If both sides agree to this proposal, the war will immediately end. Israeli forces will withdraw to the agreed-upon line to prepare for a hostage release. During this time, all military operations, including aerial and artillery bombardment, will be suspended, and battle lines will remain frozen until conditions are met for the complete staged withdrawal."


A reasonable plan could instead read:


3. Israel must withdraw all its troops from everywhere in Palestine, including Gaza, the West Bank and East Jerusalem, and stop its genocide. Israel will stop its bombardment and artillery shelling and sniping, its siege, its apartheid, its illegal occupation and all its checkpoints and its policy of starvation. Israel must obey international law. All settlers will withdraw from the Occupied Territories forever. Israel will then pay reparations for all the destruction.

The Trump Plan's 4th point reads:


"4  Within 72 hours of Israel publicly accepting this agreement, all hostages, alive and deceased, will be returned."


A reasonable plan could instead read:


4 Israel will, within 72 hours, free all the Palestinians it keeps hostage without charges, and free all those press-ganged to appear illegally before Israeli occupier Courts, that is to say all 10,000 Palestinians in Israeli jails, including women and children. Then the resistance fighters will hand over their 20 Israeli prisoners of war, which is what all the remaining prisoners are: Prisoners of war. All this, according to international law.

The Trump Plan's 5th point reads:


"5  Once all hostages are released, Israel will release 250 life-sentence prisoners, plus 1,700 Gazans who were detained after October 7th 2023, including all women and children detained in that context. For every Israeli hostage whose remains are released, Israel will release the remains of 15 deceased Gazans".


A reasonable plan could instead read:


5 Israel, having released all living Palestinian prisoners, will then return the bodily remains of all the 676 Palestinians whose bodies are known to be confiscated from their respective families by the Israeli occupiers. Then the Resistance fighters will return the 28 bodies of dead Israelis in their custody.

The Trump Plan's 6th point reads:


"6 Once all hostages are returned, Hamas members who commit to peaceful co-existence and to decommission their weapons will be given amnesty. Members of Hamas who wish to leave Gaza will be provided safe passage to receiving countries."


A reasonable plan could instead read:


6 Once all Palestinians in Israeli jails are freed and all the Palestinian corpses confiscated by Israeli forces are returned to their families, Israel will respect the Arrest Warrant and hand Netanyahu over to the International Criminal Court for trial for crimes against humanity, according to international humanitarian law. He will be given safe passage to The Hague where he will be imprisoned awaiting trial. Other Israeli perpetrators shall be tried, along the principles of the Nuremburg Trials.

The Trump Plan's 7th point reads:


"7 Upon acceptance of this agreement, full aid will be immediately sent into the Gaza Strip. At a minimum, aid quantities will be consistent with what was included in the January 19, 2025, agreement regarding humanitarian aid, including rehabilitation of infrastructure (water, electricity, sewage), rehabilitation of hospitals and bakeries, and entry of necessary equipment to remove rubble and open roads."


A reasonable plan could instead read:


7 As this international pact comes into force and Israel begins to pay its reparations for damage done, full international aid will be distributed, including rehabilitation of infrastructure (water, electricity, sewage), rehabilitation of hospitals and bakeries, and entry of necessary equipment to remove rubble and open roads, as decided by the new Palestinian independence government.

The Trump Plan's 8th point reads:


 


"8 Entry of distribution and aid in the Gaza Strip will proceed without interference from the two parties through the United Nations and its agencies, and the Red Crescent, in addition to other international institutions not associated in any manner with either party. Opening the Rafah crossing in both directions will be subject to the same mechanism implemented under the January 19, 2025, agreement."


A reasonable plan could instead read:


8 Aid will enter Gaza without interference from Israel, which will have withdrawn its forces, and delivery of aid will be effected by UNRWA through its 400 aid delivery sites, other UN bodies, and the Red Crescent, in addition to other international institutions not associated in any manner with Israel, the ex-colonial occupation force. All Crossings including Rafah will be opened, as well as new ports giving onto the Mediterranean, and an airport will be constructed immediately, with the reparations money paid by Israel.

The Trump Plan's 9th point reads:


"9  Gaza will be governed under the temporary transitional governance of a technocratic, apolitical Palestinian committee, responsible for delivering the day-to-day running of public services and municipalities for the people in Gaza. This committee will be made up of qualified Palestinians and international experts, with oversight and supervision by a new international transitional body, the “Board of Peace,” which will be headed and chaired by President Donald J Trump, with other members and heads of State to be announced, including Former Prime Minister Tony Blair. This body will set the framework and handle the funding for the redevelopment of Gaza until such time as the Palestinian Authority has completed its reform program, as outlined in various proposals, including President Trump’s peace plan in 2020 and the Saudi-French proposal, and can securely and effectively take back control of Gaza. This body will call on best international standards to create modern and efficient governance that serves the people of Gaza and is conducive to attracting investment."


A reasonable plan could instead read:


9 Gaza will be governed by the 14 Palestinian organizations that met in Beijing last year, until such time as elections can be held over the totality of Palestine, that is to say the following organizations, without the least interference from the former occupier, Israel, or its allies, the USA, Europe and Arab dictatorships, but with reparations from all those who committed the genocide or were complicit with it, according to international law.

"10  A Trump economic development plan to rebuild and energise Gaza will be created by convening a panel of experts who have helped birth some of the thriving modern miracle cities in the Middle East. Many thoughtful investment proposals and exciting development ideas have been crafted by well-meaning international groups, and will be considered to synthesise the security and governance frameworks to attract and facilitate these investments that will create jobs, opportunity, and hope for future Gaza".


A reasonable plan could instead read:


10 The new Palestinian government of 14 organizations will decide on its development plan.

 "12  No one will be forced to leave Gaza, and those who wish to leave will be free to do so and free to return. We will encourage people to stay and offer them the opportunity to build a better Gaza."


A reasonable plan could instead read:


12 All the people of Palestine will have free movement rights, like everyone else in the world, using their Palestinian passports which will be issued by the new State of Palestine. Israelis will not be forced to leave Israel, and those who wish to leave will be free to do so and free to return. All settlers will immediately evacuate the land they have stolen.

The Trump Plan's 13th point reads:


"13 Hamas and other factions agree to not have any role in the governance of Gaza, directly, indirectly, or in any form. All military, terror, and offensive infrastructure, including tunnels and weapon production facilities, will be destroyed and not rebuilt. There will be a process of demilitarisation of Gaza under the supervision of independent monitors, which will include placing weapons permanently beyond use through an agreed process of decommissioning, and supported by an internationally funded buy-back and reintegration program all verified by the independent monitors. New Gaza will be fully committed to building a prosperous economy and to peaceful coexistence with their neighbours."


 A reasonable plan could instead read:


13 Israel and the Palestinian Authority agree not to have any role in the governance of Gaza, directly, indirectly, or in any form. All Israeli military, terror and offensive infrastructure, including drones and weapon production facilities, will be destroyed and not rebuilt. There will be a process of  demilitarisation of Israel under the supervision of independent monitors, which will include placing weapons permanently beyond use through an agreed process of decommissioning, and supported by a United Nations. All will be verified by United Nations monitors. Israel will be fully committed to building a prosperous, peaceful economy and to peaceful coexistence with their neighbours.

The Trump Plan's 14th point reads:


 "14 A guarantee will be provided by regional partners to ensure that Hamas, and the factions, comply with their obligations and that New Gaza poses no threat to its neighbours or its people."


 A reasonable plan could instead read:


14  A United Nations guarantee will be provided to ensure that the Israeli state complies with its obligations under international decolonization law and that the New Israel poses no threat to its neighbours or its people.

The Trump Plan's 15th point reads:


 "15  The United States will work with Arab and international partners to develop a temporary International Stabilization Force (ISF) to immediately deploy in Gaza. The ISF will train and provide support to vetted Palestinian police forces in Gaza, and will consult with Jordan and Egypt who have extensive experience in this field. This force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help secure border areas, along with newly trained Palestinian police forces. It is critical to prevent munitions from entering Gaza and to facilitate the rapid and secure flow of goods to rebuild and revitalise Gaza. A deconfliction mechanism will be agreed upon by the parties."

15 The United Nations General Assembly, in order to by-pass the USA abuse of its veto, will pass by a two-thirds majority a Special Resolution to set up an International Protective Force to ensure, by military means of States members of  the UN, that Israel respects its obligation to withdraw its illegal occupation forces, end the siege of Gaza, and respect (our) 20-point plan that respects international decolonization law.

 The Trump Plan's 16th point reads:


"16 Israel will not occupy or annex Gaza. As the ISF establishes control and stability, the Israel Defence Forces (IDF) will withdraw based on standards, milestones, and timeframes linked to demilitarisation that will be agreed upon between the IDF, ISF, the guarantors, and the United States, with the objective of a secure Gaza that no longer poses a threat to Israel, Egypt, or its citizens. Practically, the IDF will progressively hand over the Gaza territory it occupies to the ISF, according to an agreement they will make with the transitional authority, until they are withdrawn completely from Gaza, save for a security perimeter presence that will remain until Gaza is properly secure from any resurgent terror threat."


 A reasonable plan could instead read:


16 Israel will respect international law as it ends its occupation of Palestine. This will be monitored by the UN International Protective Force. Israel will be made to carve from its territory a security perimeter presence that will remain as a buffer zone to protect all parts of Palestine.

The Trump Plan's 17th point reads:


 "17  In the event Hamas delays or rejects this proposal, the above, including the scaled-up aid operation, will proceed in the terror-free areas handed over from the IDF to the ISF."


 


A reasonable plan could instead read:


 17 In the event the Israeli Occupying Forces (IDF) delay implementation of their withdrawal from Gaza and the settlements, and from East Jerusalem, the UN International Protective Force will intervene.

The Trump Plan's 18th point reads:


"18 An interfaith dialogue process will be established based on the values of tolerance and peaceful co-existence to try and change mindsets and narratives of Palestinians and Israelis by emphasizing the benefits that can be derived from peace."


 A reasonable plan could instead read:


18  International law will be respected, freedom of conscience instituted preferably around secular institutions, and, from now on, basic human decency will be expected from the Israeli State and all Israeli organizations and individuals.

The Trump Plan's 19th point reads:


 "19  While Gaza re-development advances and when the PA reform program is faithfully carried out, the conditions may finally be in place for a credible pathway to Palestinian self-determination and statehood, which we recognise as the aspiration of the Palestinian people."


 


A reasonable plan could instead read:


19 While Palestine establishes its democracy and the framework for its economic and social reconstruction, especially in Gaza, and with the Israeli stooge outfit called the "Palestinian Authority" gradually dispensed with, the conditions may finally be in place for a credible pathway for the Israeli State to begin to act like a normal State, with defined borders and citizens, like all States with no criminal, colonial exceptionalism perpetuating itself.

 The Trump Plan's 20 th point reads:


 "20 The United States will establish a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous co-existence."


  A reasonable plan could instead read:


20 Should Palestine be so inclined, it will decide, by means of its newly formed independent Government of 14 political resistance organizations, whether to approach Israel for discussions about future, political horizons for peaceful and prosperous co-existence, whether in one or two States. It may wait until after its first post-Independence elections. Either way, or without such discussions, Israel may then aspire, one way or another, to a pathway to ending its status as a pariah, bandit, illegal, thoroughly colonial entity.
