COMMON FRONT TO STOP THE GENOCIDE AND CLOSE THE BASE ON DIEGO DEMANDING THE PRIME MINISTER TO ACT SO AS TO MAKE THE UN GENERAL ASSEMBLY USE THE “UNITING FOR PEACE RESOLUTION”

Find below a Call by 21 organisations demanding the Prime Minister to act so as to make the UN General Assembly use the “Uniting for Peace Resolution” emergency measure to protect Palestinians from Israel’s military assault, its orchestrated famine and ongoing genocide.


Call for Ramgoolam to Act at UN General Assembly 


Mauritius, as a State, bravely and successfully “prosecuted” Israel at the ICJ by giving oral submissions to support Palestine against Israel. The ICJ ruled in July 2024 that Israel’s occupation itself unlawful. Israel was instructed to withdraw altogether, lift the siege, allow refugees to return, and pay reparations. Israel has no place, the ICJ statuted, in the Occupied Palestinian Territories. The UN General Assembly then took a Resolution, Mauritius voting in favour, that Israel must withdraw from Palestine by 18 September i.e. in a couple of weeks’ time.


The ICJ case relied heavily on Mauritius’ ICJ victory against UK-USA occupation of part of Mauritius where they have their Diego Garcia illegal military base. This links Mauritius with Palestine. It helps explain why, in Mauritius, all political parties condemn Israeli occupation of Palestine. 


In November 2024, a new Mauritian Government was voted in. It immediately withdrew from giving “oral submissions” in a follow-up ICJ case to force Israel to stop starving Gaza. This was treachery. It must be reversed. Instead, Ramgoolam has supported the booby-trap set at the UN by President Macron and Crown Prince Mohamed Bin Salman who call for a “stabilizing force”. This aims at stabilizing Israel’s occupation.


What can the Mauritian Prime Minister do now so as to save his reputation?


We, the undersigned, formally propose the following:


Given that the USA has abused its veto at the UN Security Council to sabotage UN action to stop Israel’s occupation and genocide, even after the ICJ Preliminary Findings found “plausible genocide”, Ramgoolam must call for the UN General Assembly to use an emergency measure to over-ride the Security Council veto.


The measure is a “Uniting for Peace Resolution”. Ramgoolam must propose it or support the group of countries that propose it, and work for a 2/3 majority to: 


Mandate an armed, multinational, UN “protection force” or “protective presence” to deploy to Gaza (and then to the West Bank including East Jerusalem), acting on the request already made by the State of Palestine, to protect civilians, open entry points via land and sea, facilitate humanitarian aid, preserve evidence of Israeli crimes, and assist in recovery and reconstruction;


This, as well as require all states to apply sanctions and a total military embargo against the Israeli regime, suspend Israel from the General Assembly just as it did against apartheid South Africa, set up a criminal tribunal to end Israel impunity for its genocide and crimes against humanity and reactivate the UN anti-apartheid mechanisms to address Israeli apartheid.


The ICJ has already statuted that Israel has no legal right to refuse, obstruct, or influence such a “protection force” mission. Israel has no authority, no sovereignty, and no rights in Gaza or the West Bank. 


The process is simple: 


(1) First, the proposal for a protection force must go to the Security Council where the USA will veto it; 


(2) States then call a General Assembly emergency special session under the Uniting for Peace mechanism;  


(3) Mauritius, with other states and in consultation with the state of Palestine, proposes the Resolution; 


(4) The resolution is adopted with a 2/3 majority; 


(5) The Secretary-General is instructed to call on states to supply troops, in consultation with the State of Palestine, for a mission. Mauritius should encourage our Indian, Chinese and S. African allies to step up. 


(6) The mission is assembled and deployed. 


There is precedent: 1956 UN Emergency Force in Sinai over the UK and France vetoes and Israel’s objection. 


Ramgoolam must expect the U.S. and Israel to use every bit of bribery and blackmail to chip away at the 2/3 majority by countries abstaining or being absent – given that the USA has disgraced itself by applying sanctions not on Israel but on the International Criminal Court and UN Special Rapporteur Ms. Francesca Albanese!


Once mandated, this “protection force” will be deployed by air, land, and sea. Each of our respective organizations, and our States, will support it. This will work. It is late, but never too late to stop a genocide.


All Ramgoolam needs is the will to act. The people of Mauritius will be behind him.
