Dear Sir,


LALIT calls on you, as Minister chairing the Interministerial Committee on Asbestos Housing Replacement, to ensure that the Ministry of Environment, Solid Waste Management and Climate Change and the Ministry of Local Government stop directing the District Council of Grand Port and any other District Council or Municipality from serving eviction notices on asbestos housing inhabitants. These notices callously threaten asbestos house inhabitants that their homes risk being “pulled down” and “removed” leaving them homeless. These notices have been served on some 60 families in Grand Port up to now (see a copy of the notice and section 22 of the Building Control Act attached).


We also call on you to ensure that both Ministries give immediate formal and public reassurance to asbestos house inhabitants that these notices will be nullified and that both Ministries, aware of the health dangers of asbestos housing, will work in collaboration with asbestos house inhabitants to re-house and/or replace their homes with safe and secure housing. This is urgent given the confusion and panic that these notices are causing. Provision in the coming budget for replacement of asbestos housing would demonstrate exactly how serious the government’s intention is.


LALIT together with a group of asbestos house inhabitants in Cluny met Mr. Gopy, Vice President of the Grand Port District Council, Mrs T.D Ramkissoon Mungoosing, Chief executive of the District Council and the engineer who made the report on Thursday 4th June morning. They explained that the Ministry of Environment, Solid Waste Management and Climate Change had for some years been calling on the Ministry of Local Government to get the District Council of Grand Port to issue such notices. On 13th November, 2025, the District Council of Grand Port received a letter from the Ministry of Local Government directing them to issue such notices. They assumed that relevant arrangements had been made to re-house inhabitants when according to your Ministerial Statement in the National Assembly of 12th May, 2026, no plan for asbestos housing replacement has been finalised yet. When we apprised them of this, Vice President Gopy told inhabitants present that the District Council had no intention of making asbestos inhabitants homeless. He also said that the Council would write a letter to the Ministries concerned to inform them that the District Council could not issue such notices without inhabitants being given alternative housing. We do not know whether other District Councils or Municipal Councils have been contacted and may be in the process of serving such notices, but it is likely that they have been directed to do so


We note that you stated on 13th May in the National Assembly that “The Ministry of Local Government will expedite legal notices on abandoned units”. Nowhere in this statement do you refer to legal notices be served on residents of asbestos houses. We assume you are not aware of such notices.


We also note that both Ministers of Environment, Solid Waste Management and Climate Change and the Minister of Local Government are part of the Interministerial Committee that is supposed to prepare a plan for the replacement of asbestos housing. How can their respective Ministries be so ruthless as to give directives for local authorities to issue such notices when they are fully aware that such a plan has not been finalised yet?
