LALIT Communiqué


LALIT calls on the Cabinet to suspend its decision to sign an agreement tying the Mauritius Police Force to the USA military forces. Such an agreement would be a clear breach of the sovereignty of the Republic of Mauritius. No such Treaty must be signed.


 Here is the exact wording of the Cabinet Minutes of last Friday 29 May:


 “Cabinet has agreed to the signing of the Acquisition and Cross-Servicing Agreement between the Republic of Mauritius and the United States of America. The main objective of the Agreement is to establish basic terms, conditions and procedures to facilitate the reciprocal provision of logistic support, supplies and services to further the interoperability, readiness and effectiveness of the military forces of the United States and the Mauritius Police Force. The Agreement will set out standardised procedures for requesting and delivering support, financial settlement modalities, accountability mechanisms, as well as provisions relating to information handling and administrative coordination.


 The wording obfuscates the meaning, probably intentionally so. The meaning is so mind-boggling.


 What the Agreement will do is to interweave the USA’s giant military machinery with Mauritius’ puny one. In other words, it will be an OPA, or hostile takeover bid on Mauritian independence. The reason for this move, and its timing, is clearly so that the USA can control Diego Garcia more tightly. Trump does not want “that stupid Island”, referring to Mauritius, to be free any longer to take its own decisions. So, the de facto military occupation of our country by the USA is now getting tied up more tightly. And they hope to make it forever and ever, by this planned Agreement. 


It is as simple as that.  


The USA’s huge military machinery includes its whole Department of Defense, including Pete Hegseth’s Pentagon, the navy, air force, marines, army, joint chiefs of staff, the Central and Regional Commands, as well as the “information handling” run by the whole American “Intelligence Community” with its 15-20 different agencies, including the notorious CIA, together with the mighty Department of State, the equivalent of Foreign Affairs department that Marco Rubio heads, and the whole lot led by the unstable megalomaniac, President Donald Trump. 


By contrast, we see Mauritius with its little Police Force, with its few departments like the SMF, the Riot Police, the National Coast Guard and the Passport and Immigration Office, along with the CID, ADSU and so on.


And the first phrase describes what is planned as an “Acquisition ... Agreement”, or “acquisition and cross-servicing Agreement” as if Mauritius can acquire or cross-service what the USA can!


The enormity Ramgoolam’s Government venturing into a bilateral supposedly “reciprocal” Treaty with this monstrous American Behemoth is positively ridiculous. It is pretending there is some equality between two totally unequal, totally different sets of institutions. One is an Empire, the other is a country trying to escape its colonial past under the yoke of this Western imperialism, and until today still under military occupation for part of its territory by this same Western imperialism, i.e. the UK and USA occupy Diego Garcia and the whole of Chagos militarily. 


Such an agreement would mean the submission of the tiny Mauritius Police Force, secret services, and the tiny Foreign Ministry in Mauritius, before the all-powerful imperial military force and formidable spy network of security services of the USA’s repressive apparatus. It is simply grotesque to allow this kind of institutional penetration.  


When the WikiLeaks cables with information dating between 2003 and 2010 were published, and when in LALIT we studied all those reports to Washington from the US Ambassadors here, we were quite pleasantly surprised to see Mauritian civil servants and even Police leaders were resistant to the USA’s attempt to daunt them. Obviously this must have been a problem to the USA and its hegemony. Signing this kind of planned Agreement will give a serious blow to this relative independence. The next thing we know is the USA will want to have a barracks with soldiers on it, not just on Diego Garcia, but also on other parts of the Republic of Mauritius. The next thing we know is the USA will tell us who to trade with and not trade with. There is only a small step to telling Mauritius how to vote at a multi-lateral institution! 


In addition, there is clear reference to “information handing”, which means “data”. And the “administrative coordination” mentioned means it can be done without going through political channels any longer. Such an Agreement would mean re-colonization.


A dangerous time


And the threat comes at a time when such a breach of sovereignty is even more dangerous than ever before, i.e. when the USA is led by a war-mongering President who constantly aids and abets genocide by Israel, just as his predecessor did.  


Why is the USA so desperate to get Mauritius to sign up to such a bizarre agreement? Because the USA is a falling empire. Empires fall very slowly for ever-so-long, and then crumble quickly. The USA is already beginning to crumble quickly. And it is lashing out – in Palestine, in the Lebanon, in Syria, in Venezuela, in Iran, and is threatening to lash out and grab Greenland, Canada, Cuba, Mexico, you name it. The USA is up to the neck in guilt for the Israeli genocide against the people of Palestine, and now Southern Lebanon. And the Mauritian Government wants to tie us to this failing empire?


Everyone must note the exact timing. Last week the USA began to interlink the whole of its own military to the whole of the Israeli military. At the exact same moment! 


We quote from two mainstream outlets about the Bill in Congress: “Buried in the House's version of the 2027 National Defense Authorization Act (NDAA) released on Tuesday, is section 224, entitled ‘United States-Israel Defense Technology Cooperation Initiative.’ The provision would arguably do more to intertwine the U.S. military with the Israeli military than the more than $200 billion (inflation adjusted) in military assistance Israel has received from the U.S. since its founding in 1948.” (Source: the mainstream think-tank, the Quincy Institute’s web magazine called Responsible Statecraft, 29 May). The article goes on to say that the inter-linking would be even closer than that between NATO countries.


Al Jazeera quotes former US State Department official Josh Paul saying: “What Congress is trying to do now is find different ways of entrenching the [USA-Israel] relationship so deep in America’s own defense industrial base that it’s impossible to root it out.” He adds that this “new section of law in the National Defense Authorization Act would give Israel unprecedented access to American technology and would force the United States military to integrate Israeli defense technologies into our own critical military supply chain, giving Israel incredible leverage over America’s own defense priorities.” 


So, our Government wants to hitch the Republic of Mauritius to a USA that would be controlled by the rogue State of Israel, whose Prime Minister and former Defense Minister are WANTED for war crimes by the ICC, and which has been found to be committing “plausible genocide” by the ICJ.


This USA-Israel link is additional cause for an immediate suspension of the Cabinet decision.


We suspect strongly that the USA is once again tricking the Cabinet into a trap, having caught them in the Rs10 billion “blood money” scam, in which the Mauritian State lost its dignity and got swindled anyway. We call on the Prime Minister to open a national debate on this most important subject of the pending “Agreement” or “treaty”.
